On 28 July 2017, the first roundtable entitled “Improving Ukraine’s legislation on counteraction against the RF’s hybrid aggression in the information field as a factor ensuring Ukraine’s national” took place in Kyiv. The event was held as part of an initiative began by Vasyl Hrytsak - Head of the Security Service of Ukraine (SBU) - who on 15 June 2017, called for the formation of a public platform to provide a legal opinion on all forms of and methods used by the Russian hybrid aggression. Dozens of prominent scholars, experts, political scientists, public figures and journalists gathered at the National Academy of Science of Ukraine to discuss the issue.
The hosts informed the audience that, via the open public platform, over 300 specific proposals had already been received by the SBU to improve counteraction against the Russian aggression in key areas. Participants in the roundtable supported the initiative and confirmed their readiness to actively contribute to drafting amendments that would be in line with international democratic standards and reflect up to date best practices of leading European countries.
Even in the first meeting, real suggestions were made for improving performance in this area, more specifically inviting representatives of other law-enforcement and state agencies to the discussion. Shortly, the SBU will arrange a number of open discussion platforms to engage as many experts as possible in the effort.
